Hastings Borough Council has expanded its powers for dealing with complainants who are judged to be excessively persistent or vexatious. While powers for dealing with excessive complaints are necessary, there are concerns that the council may also use its powers against those lodging well-grounded but inconvenient or embarrassing complaints.
