The Borough has been gifted an amazing seaside location and at the same time burdened with a huge amount of largely unusable below promenade space right next to the sea which is not longer fit for its original purpose. We now have the technology to reasonably easily cut a series of large holes in the concrete deck of the prom (of course keeping generous pathways in place) to light potential studio/workspaces below. Those holes could be treated in a number of different ways. Some left open with a safety balustrade at prom level , some fitted with different shaped rooflights being art forms in themselves or containing art on display. I can provide more details if needed.
